[IGSSTATION-8411] WLSN: receiver and antenna change and data gap announcements

The USGS installed a new receiver and antenna at the Mt. Wilson (WLSN) station last November.  Here are the details of the new equipment.

Today data was published for 03-JUL-2021 through 04-NOV-2021.  There is no recoverable data for 07-MAR-2020 through 02-JUL-2021.  There is also no data from 05-NOV-2021 through 14-FEB-2022.

Data publication with the new hardware will start on 15-FEB-2022.  An updated IGS site log has been submitted to the IGS Central Bureau.
