[IGSSTATION-8412] GOPE00CZE, GOP600CZE: stop of RINEX 2.11 submission

The submission of 15min/hourly/daily files in format RINEX 2.11 from the 
stations GOPE00CZE and GOP600CZE to the data centers BEV, BGK, CDDIS and 
IGN is stoped now.
The data in the RINEX 3.03/3.04 is continuously available.
