[IGSSTATION-7627] GOP600CZE/GOP700CZE antenna change

The receivers at the stations GOP600CZE and GOP700CZE are both conected 
to same antenna through signal splitter. The antenna Leica ChokeRing 
LEIAR25.R4 with LEIT radome was replaced by the Septentrio Choke Ring 
SEPCHOKE_B3E6 antenna with SPKE radome for IRNSS GNSS availability and 
full compatibility with the GOP6's receiver. The new antenna has 
individual absolute calibration of the phase centers.
The effective date is today - 2019-04-10 07:00-07:10UT.
Updated site logs wait to verification in the IGS site log manager. The 
information about trees obstruction reduction in last months was also 
added.
