[IGSSTATION-7626] Javad receiver navigation files GPS week roll-over problems

Dear IGS station operators,

If you operate a Javad receiver your navigation files could be affected 
by a week roll-over problem since last Sunday (start of week 2048). 
Javad has now released a new version of their JPS2RIN file conversion 
tool (v168) which corrects the problem and sets the week to the correct 
number.

Please check your RINEX data file generation and if using the JPS2RIN 
tool please update it to the latest version;
