[IGSSTATION-7293] AMC2 decommissioned, new station AMC4

Greetings,

The AMC2 station has been decommissioned due to a change of antenna.  The station stopped operating around 1700 UT on 2018-04-04.  The new AMC4 station began tracking around 1729 UT on 2018-04-04.
