[IGSSTATION-7294] COSO: receiver firmware upgrade

Dear Colleagues,

The Coso Junction (COSO) IGS station recently had a new receiver firmware installed.  Here are the details of the new receiver firmware:

     Firmware Version         : 1.3-2
     Elevation Cutoff Setting : 5 deg
     Date Installed           : 2018-04-05T18:45Z

     Additional Information   : 

An updated site log has been posted at the IGSCB.
