[IGSSTATION-6242] MIKL: elevation cut-off

Dear colleagues,

The elevation cut-off for MIKL station (Mykolaiv, Ukraine) was changed from +5 deg to 0 deg on 20-JUL-2015 (DOY 201) at 10:00 UTC.

An updated sitelog has been submitted to IGS CB.
