[IGSSTATION-6241] KHAR: elevation cut-off

The elevation cut-off for KHAR station (Kharkiv, Ukraine) was changed from +5 deg to 0 deg on 20-JUL-2015 (DOY 201) at 09:50 UTC.

An updated sitelog has been submitted to IGS CB.
