[IGSSTATION-5608] MATE clock reference

Please be adviced that today (2013/337) clock reference for MATE (Matera, 
Italy) station has been changed from "ext-Maser" to INTERNAL becasue the 
installation of a new iMaser is in progress. The reference will be switched 
back to EXTERNAL when new Maser will be stable.

Updated site log is going to be submitted to both EUREF and IGS.
