[IGSSTATION-5607] KGNI and KSMV : data server down (since DOY326 of 2013)

Dear Colleagues,

A data server for Koganei (KGNI) and Kashima (KSMV) stations in Japan 
has been down due to some critical problems since DOY326. Though we are 
going to fix the server ASAP, we have not find out a cause of server 
down yet. The original data of both stations are archived in each 
receiver without any problems. So I'm going to submit them to CDDIS and 
KASI after our server restoration.

Our apologies for any inconvenience this may cause.
