[IGSSTATION-5630] MATE clock reference

Please be adviced that today (2013/354) clock reference for MATE (Matera,
Italy) station has been switched back from INTERNAL to "ext-Maser".
A brand new T4SCIENCE "iMaser 3000" is now working as H-Maser reference 
clock for Matera station.

Updated site log is going to be submitted to both EUREF and IGS.
