[IGSSTATION-5565] NNOR: Station outage from 5 to 11 Oct

Dear all, 

Our station NNOR is out for a week due to general maintenance starting the 
5th of October @01:47 UTC and ending the 11th of October @01:47 UTC
File availability should be nominal again once the power is back on the 
11th.
