[IGSSTATION-5197] MCIL: data outage

Dear Colleagues,

I'm sorry for late this announcement.
IGS site MCIL hasn't submitted daily data since DOY 220 due to a trouble
of device.

Because of the isolated location, we can't go to do maintainance by next
March.

I apologize for the inconvenience.
