[IGSSTATION-5193] KOUR: Correction of antenna UP eccentricity

Dear all, 

The antenna up eccentricity has been corrected for the KOUR site log that 
was updated last week. 

The corrected version can be found on the igs website: 
http://www.igs.org/igscb/station/log/kour_20121122.log:

4.8  Antenna Type             : SEPCHOKE_MC     NONE
      Serial Number            : 5129
      Antenna Reference Point  : BAM
      Marker->ARP Up Ecc. (m)  : 0.0950
      Marker->ARP North Ecc(m) : 0.0000
      Marker->ARP East Ecc(m)  : 0.0000

The old (incorrect) value was 0.0850m
