[IGSSTATION-5096] GOPE: on-site computer outage

Due to a outage of the on-site computer at the GOPE station the data between 
DOY 2012:255 hour I  and DOY 2012:258 hour L  are permanently lost. All other 
data was been recovered and it was sent to the data centers.

We appologize for disruption of service.
