[IGSSTATION-4965] KGNI: data resubmission (doy 99 - 176/doy 164 and 165 have been lost)

Dear Colleagues,

Last Friday I found a network cable of the Koganei station in Tokyo 
Japan (KGNI) had been disconnected since doy 99 of 2012. I've submitted 
the KGNI data during doy 99 - 176 to CDDIS and KASI server today.

In addition, we have lost the KGNI data of doy 164 and 165 due to some 
maintenance works on the top of the VLBI building (The KGNI station is 
located on the top of VLBI building) unfortunately. Our apologies for 
any inconvenience this may cause.
