[IGSSTATION-4115] Misnamed RINEX files for NAIN & QIKI

A few RINEX files for stations NAIN and QIKI were submitted with the 
incorrect year in their filename ("00" instead of "10"). The 
incorrectly named files were

qiki0510.00d.Z
nain2950.00d.Z
qiki3100.00d.Z

The correctly named files have already been resubmitted to the IGS 
archives and the misnamed ones should be remove. Note that the dates 
within these files are correct. It is only the file names that are 
incorrect.
