[IGSSTATION-3937] odd clock variations for TPS NETG3 station in wk 1594

In checking the IGS Final clocks for wk 1594 it is apparent that
these stations showed large, unusual clock variations on days
4, 5, and 6 (29-31 July 2010):
BAKE, DUBO, FAA1, SCH2, WHIT
These are all equipped with TPS NETG3 receivers, except that I
think FAA1 uses a TPS Legacy. You can see the behavior at:

There are other IGS stations with this receiver model but they
do not report usable clock data that week or they have internal
receiver clock resets that are much larger.
This is not a geodetic or time transfer problem as all stations use
internal crystal oscillators. But the behavior seems odd and I
wanted to let folks know. I have no direct contact at TPS myself.
