[IGSSTATION-3938] BOGT: receiver swap

Dear Colleagues,

On-site personnel removed the ASHTECH UZ-12 GPS receiver at the Bogota, Columbia 
(BOGT) IGS station.  They installed a TRIMBLE NETRS receiver to operate while a 
replacement download computer is being prepared and shipped.  This was done to 
avoid any additional data loss.  I think this data will be downloaded manually 
at the end of this interim period.  An updated site log has been submitted to 
the IGSCB.
