[IGSSTATION-3847] YELL data gap

Dear Colleagues,

The IGS site YELL experienced a very bad thunder storm on the night of June 28 and power was lost to some systems.
As a result, data from  (DOY 178r) 2010-06-27_17:22 to (DOY 179c) 2010-06-28_02:46 are lost
and  data from (DOY 180a) 2010-06-29_00:00 to (DOY 180n) 2010-06-29 13:00 are not good and should not be used.
Note as well that the receiver was set to track on internal clock from 2010-06-29_11:42:37 to 2010-06-30_15:35:01.
A updated site log has been sent to IGS.
