[IGSSTATION-3846] GLPS: data publication resuming

Dear Colleagues,
The networking problem at the Galapagos (GLPS) IGS station has been repaired.
Unfortunately no data was collected for June 2-8 and June 11-16. All other
available data has been published. On June 17th, the faulty metpack was
replaced with a new Paroscientific MET4. An updated site log was submitted to
the IGSCB.
We apologize for the inconvenience this outage may have caused.
