[IGSMAIL-8759] IGS Mailing List Configuration Update

Dear IGS Community,

We have implemented a configuration update across our lists.igs.org 
mailing list platform to strengthen email delivery reliability and 
sender authentication.

Messages sent through the lists will now use the mailing list address in 
the From: header, with the original poster's address provided in the 
Reply-To: header. This helps receiving mail systems verify messages as 
legitimate list traffic and reduces the potential for messages to be 
rejected, quarantined, or filtered as spam, while preserving normal 
reply functionality.

The change also provides an added privacy benefit by keeping individual 
poster addresses out of the From: header.

This update has been applied to all mailing list hosted on our 
lists.igs.org platform to ensure consistent handling across the service.
