[IGSMAIL-8760] igs20_2437: Update including new GLONASS satellite R813 and QZSS J009

The absolute IGS antenna correction file (igs20_wwww.atx) has been updated.
The new release is called 'IGS20_2437'. It contains the following changes:

Note:
R719 was not reassigned
R813 was copied from R805 (GLONASS-K1)
