[IGSMAIL-8758] CDDIS Outage - Followup

Dear Colleagues,

First, please accept my apologies for the disruption caused by Tuesday's CDDIS outage. While the root cause was outside CDDIS’s direct control, we recognize the significant disruption it caused. All CDDIS services were fully restored and operating normally by 1600 EST on the 22nd.

To support our After-Action Report (AAR) and demonstrate the critical importance of the Geodesy community to NASA leadership, I would appreciate your feedback. If this outage affected your operations in any way, please reply with a brief summary by COB Tuesday, September 29, including:

Specific workflows, deliverables, or mission timelines delayed
Downstream users, stakeholders, or partner organizations impacted

Feel free to pass along to colleagues who might not be on these distribution lists.
