[IGSMAIL-8625] igs20_2388: Update including new GLONSASS K1 satellite R808

The absolute IGS antenna correction file (igs20_wwww.atx) has been updated.
The new release is called 'igs20_2388.atx'. It contains the following changes:

1) According to the IGS satellite metadata file<https://files.igs.org/pub/station/general/igs_satellite_metadata.snx?_gl=1*a69uf*_ga*NTU2NDgyMzczLjE3MzI0NzU1MTA.*_ga_Z5RH7R682C*MTc0MTA5ODU4MC4xNS4xLjE3NDEwOTk0OTMuNjAuMC4w> following new satellite launch (GLONASS-K1 R808) and constellation changes have been added:

    Decommissioned:
    R719 (R20): 2025 10 16 00 59 59 (GLONASS-M)

   Added:
   R808 (R20): 2025 10 16 01 00 00 (GLONASS-K1)
   R719 (R28): 2025 10 16 02 00 00 (GLONASS-M)
