[IGSMAIL-8626] igs20_2388: Correction of R808 cospar id (new 2025-206B)

Dear colleagues

There was a mistake in the first upload of the igs20_2388.atx file. The COSPAR ID for the new GLONASS satellite R808 was indicated as 2025-206A instead of the correct number 2025-206B.
The mistake has been corrected and the ANTEX files re-uploaded.
