[IGSMAIL-8624] Start of GLONASS R808/R20 signal transmisssion

Dear colleagues,
the latest GLONASS-K1B satellite launched on 13-Sep-2025 started signal transmission yesterday (16-Oct-2025) around 1:22 with PRN R20 and FCN 2. It replaces the old GLONASS-M satellite R719 launched in 2007 which stopped signal transmission as R20 around 0:24 and started with PRN R28 and FCN 7 around 2:00. This information has been added to the IGS satellite metadata file available at https://files.igs.org/pub/station/general/igs_satellite_metadata.snx
Please note that R719/R28 is currently unhealthy whereas R808/R20 is healthy since 16-Oct-2025 ~11:50.
