[IGSMAIL-8116] gfzrnx-1.16 released

Dear GNSS community,

We would like to announce the next release version of the gfzrnx RINEX-2/3/4 toolbox (gfzrnx-1.16).
This new release comes in connection with:

1) several minor bug fixes,
2) preliminary support for the upcoming RINEX version 4.0 (-vo 4) executing
    RINEX-4 input, output and conversion in all directions.


The default output version is still RINEX 3.05. Especially for broadcast naviagation files the output version
can be adjusted via the parameters -vo 3.04, -vo 3.05, -vo 4.
