[IGSMAIL-8115] Issue #2 of "Constellations" the Newsletter of the International GNSS Service is now available

Dear IGS Community,

We have just released the second issue of "Constellations" the Newsletter
of the International GNSS Service. Thanks to everyone who contributed!!!
This particular issue is focused on the various elements of the strategic
plan and how they are connected to current activities.

Please let us know if you have any questions or if you would like to
contribute in any future issues. We expect to publish the next one around
the late Feb - early March timeframe.
