[IGSMAIL-7986] Strategic Planning Survey Deadline extended - 03 November due to technical issues.

Dear Community,

Hope everyone is safe and healthy,

We were recently experiencing technical issues with the IGS Strategic
Planning Survey forms, which may have prevented some of you from completing
the survey. These issues have been fixed and both forms (in English and
Spanish) are working again.

Given the circumstances we will extend the deadline to *03 November, 2020.*
