[IGSMAIL-7679] Receiver issues tracking Galileo SVIDs above 32

Dear colleagues,
Please be aware that reportedly some receivers or firmware versions don't track Galileo SVIDs above 32.
SVIDs 33 and 36 will be used by the satellites launched in July 2018 (test signals have already been broadcast), therefore we recommend the operators of Galileo-enabled stations to check if their receivers are affected and ask their vendors for a solution if it is the case.

We are already in contact with a number of manufacturers to address this issue. A patch for Septentrio PolaRx4 is available from Septentrio support.
