[IGSMAIL-7678] igs14_2022.atx: Update including reactivated BLOCK IIA satellite SVN36/PRN 4 and preliminary PCO for FOC 18-22

Dear IGS colleagues!

The absolute IGS antenna correction file (igs14_wwww.atx) has been
updated. The new release is called 'igs14_2022.atx'. It contains the
following changes:


1) According to NANU 2018042, BLOCK IIA satellite SVN36 will resume
transmitting L-band utilizing PRN04 on approximately 10  October 2018.
Therefore, the following satellite has been added to igs14.atx (The
actual start date will be adapted with the next release.):

G04 (G036)

2) According to CODE, G049 stopped signal transmission on 28 September
2018. Therefore, a decommission date for the following satellite has
been added:

G04 (G049): 28 September 2018 (23:59:59.9999999)

3) According to the NAGU 2018017 4 new Galileo FOC satellites have been 
launched on 25. Juli 2018
     (FOC-19 to FOC-22, 2018-060A to 2018-060D):
   E36 (E219)
   E13 (E220)
   E15 (E221)
   E33 (E222)

The following PRELIMINARY phase center offset (PCO) values were assigned:

EVENT DESCRIPTION: GALILEO SATELLITES GSAT0219 (SVID 36), GSAT0220 (SVID 13), GSAT0221 (SVID 15) AND GSAT0222 (SVID 33) WERE LAUNCHED ON 2018-07-25 AT 11:25 UTC. GSAT0219, GSAT0220, GSAT0221 AND GSAT0222 ARE PLANNED TO BE POSITIONED IN SLOTS B04, B01, B02 AND B07 OF THE CONSTELLATION. USERS WILL BE ADVISED OF AVAILABILITY OF SIGNALS FOLLOWING COMPLETION OF COMMISSIONING ACTIVITIES.

4) One additional antenna type calibration have been added that was 
performed by Geo++ GmbH:
      - One robot calibration provided by Trimble Navigation Limited has 
been added:
        TRMSPS986       NONE
