[IGSMAIL-7550] igs14_1977.atx: Update including reactivated BLOCK IIR-M satellite SVN49/PRN04

Dear IGS colleagues,

The absolute IGS antenna correction file (igs14_wwww.atx) has been
updated. The new release is called 'igs14_1977.atx'. It contains
the following changes:

1) According to NANU 2017122, Block IIR-M satellite SVN49 will resume
transmitting L-band utilizing PRN04 on approximately 1 December 2017.
Therefore, the following satellite has been added to igs14.atx (The
actual start date will be adapted with the next release.):

G04 (G049)

NOTICE ADVISORY TO NAVSTAR USERS (NANU) 2017122 NANU TYPE: GENERAL
*** GENERAL MESSAGE TO ALL GPS USERS ***
On approximately 01 DEC 2017, SVN49 will resume transmitting L-band 
utilizing
PRN04. At L-band activation, SVN49/PRN04 will be unusable until further 
notice.
Additionally, no broadcast almanacs will include SVN49/PRN04 until 
further notice.

2) The following decommission date has been added:

   G04 (G036):  28 November 2017

3) One additional antenna type calibration has been added that was 
performed by Geo++ GmbH:
      - One robot calibration provided by Leica Geosystems AG:
        LEIGS18         NONE
