[IGSMAIL-7068] THU2: new sitelog

Dear Colleagues.

The receiver firmware change on THU2 back on 2013-05-29 was not entered in the sitelog at the time.

The firmware was updated from V. 8.51 to V. 8.71, and the sitelog has now been updated accordingly.
