[IGSMAIL-7067] igs08_1835.atx: Update including reactivated Block IIA satellite SVN27/PRN26

Dear IGS colleagues!

The absolute IGS antenna correction file (igs08_wwww.atx) has been 
updated. The new release is called 'igs08_1835.atx'. It contains the 
following changes:

1) According to NANU 2015010, Block IIA satellite SVN27 resumed 
transmitting L-band utilizing PRN26 on approximately 26 February 2015. 
According to the IGS tracking statistics as provided by CODE 
(ftp://ftp.unibe.ch/aiub/igsdata/odata_gnss_day.txt), SVN27/PRN26 was 
actually active on DOY 58 (27 February), 62, 64 and 69-72 in the 
meantime. Therefore, the following satellite has been added to igs08.atx:

G26 (G027)

2) A decommission date for the following satellite has been added:
