[IGSMAIL-7015] New IGS Station USN7

Dear Colleagues,

Work that we have performed on USN3 has necessitated a new IGS station be established.  The new name is USN7.  The new DOMES number corresponding to USN7 is 40451S009.

The new antenna mount is 1.5 m higher which will reduce multipath.  The antenna is a Topcon CR-G5 with a Topcon dome.  There is a lightning arrestor in the antenna path as well.  The GPS receiver is unchanged and remains an Ashtech Z-XII3T.  Please look for data to be available shortly.  Thank you!
