[IGSMAIL-7016] Delay in Ultra-rapid orbit products wk1823_0_12

Dear IGS Colleagues:

While recovering from disruption regarding [IGSMAIL-7013], Ultra-rapid
solution of 1823_0_12 were computed but never deposited to the data
centers.  It was recovered today at 11:06 EST.

I am very sorry for the unfortunate series of events of this weekend.
