[IGSMAIL-7001] New PRN03/SVN69 active

PRN03/SVN69, the eighth Block IIF satellite launched on day 302, is
active. "All-in-view" tracking stations of the IGS network have been
receiving its signals since day 325 (21 Nov 2014):

This PRN is already included in the analysis at CODE. Our IGS orbit
products thus will cover 56 satellites (32 GPS plus 24 GLONASS). G03,
G08 are currently marked unusable.

The CODE AC Team
