[IGSMAIL-7000] ROAP - height of the monument

Dear colleagues,

height of the antenna monument has been changed today from 1.1113 m to
1.0690 m. This correction must be applied since 2011-10-25, in order to
avoid a jump in the height time series. RINEX headers will be updated by
tomorrow (DOY 326).
