[IGSMAIL-6586] Update: New CDDIS servers now operational

We are pleased to announce that CDDIS is back up and operational. The
transfer of operations to our new system went smoothly and was finished
a few hours ahead of time thats to our excellent system engineers. We 
are in the process of catching up with our archive procedures and hope 
to have recent data available shortly. Please let me know if you have 
any problems or questions.
