[IGSMAIL-6587] Real-time data streams unaffected by BKG data outage

The BKG outage on May 12, 2012 was announced in IGS-Mail 6582 and
EUREF-Mail 6397. It could be managed to keep all real-time data streams
unaffected by this power interruption with the result that all data
streams will by continuously available.
