[IGS-Equipment-Files] rcvr_ant.tab, antenna.gra, igs08_1737.atx - Update including "ITT3750323 SCIS"

Dear IGS colleagues!

The rcvr_ant.tab has been updated to include the following receiver and antenna:

The antenna.gra was updated to reflect the ARP for both SPP89823_10 andITT3750323.

The absolute IGS antenna correction file (igs08_wwww.atx) has been
updated. The new release is called 'igs08_1737.atx'. One robot calibration provided by NGS has been added:

ITT3750323      SCIS

This antenna type is installed at several NGA stations that will probably be considered for repro2.
