[IGSSTATION-9147] OPMT00FRA: decommissioned

Dear Colleagues,

The following station has been formally decommissioned from the IGS Network.

OPMT00FRA - Observatoire de Paris, France

The replacement station OP7100FRA is already in place for many years just a few meters away from the OPMT00FRA marker.
