[IGSSTATION-9018] JPL: firmware upgrade

Dear Colleagues,

Please be advised that JPL has begun upgrading the firmware on Septentrio and Javad TRE_3 DELTA receivers across our network to version 5.6.0 and 4.6.00, respectively.

This upgrade is being rolled out in a controlled, phased manner. We expect only minimal data interruptions during the upgrade.
