[IGSSTATION-8799] MANA00NIC RINEX3 metadata errors DOY 190-199 corrected

Dear Colleagues,

We had some metadata errors in the RINEX3 headers for MANA00NIC on DOY 190-199.  The corrected RINEX3 files have been re-published at EarthScope and re-uploded to CDDIS and IGN.  CDDIS has posted the corrected files.  The corrected files have not yet been posted at IGN, but they were uploaded to IGN.  SIO/SOPAC has also been notified to publish the corrected files.
