[IGSSTATION-8798] SHAO00CHN: resume data publication

Dear Colleagues,

After a prolonged interruption, data collection from the IGS site SHAO has recommenced with no changes to the equipment. The backlog of raw data discovered upon reestablishing connections, which dates back to September 16, 2023 (with possible gaps), is currently being collected, translated, and published.
