[IGSSTATION-8663] PIE1 power issues

Dear IGS Community,

Power issues at the Pietown VLBA site have been affecting station PIE1 
causing periodic outages. The receiver lost tracking on 2023-08-21 
16:53:54 UTC due to the H-Maser external reference going offline. The 
receiver will be reverted to internal/steered VCO until further notice. 
An updated sitelog is forthcoming.
