[IGSSTATION-8657] GOPE00CZE: missing data at DOYs 226-227

Due to the crash of the hard drives of the GOP operation center server in
the period from DOY 226 hour N till DOY 227 hour S, there was a delay in 
sending data, and on the one hand, some files are partially and some files 
are permanently lost.

In the case of the station GOPE00CZE: 
-hourly files which are permanently lost: 227 D-G,I-L,N,O
-hourly files which are only partial: 226 M, 227 B,C,M,P-S
Daily files from DOYs 226 and 227 are incomplete.

We are hoping that after this fix, where hard drives have been completely
replaced with SSDs, outages will be less likely.
