[IGSSTATION-8654] GOPE00CZE: missing data 209R-210H

Due to an error in GOP operation center server the data from the station 
GOPE00CZE in the period 2023 DOY 209 hour R till hour X are permanently 
lost. The hourly files from DOY 210 hours B,C,D,H are partially only.

I appologize for all inconveniencies.
