[IGSSTATION-8653] GOP600CZE: missing data on period 209R-210K

Due to an error in GOP operation center server the data from the station 
GOP600CZE in the period 2023 DOY 209 hour R till hour X are permanently 
lost. The data from DOY 210 hours E,F,G,J,K are incomplete.
